These guesses are wrong but the symptom is here. Indeed, given that the Norwegian entries indeed use Danish and Swedish as fallback, a rough assumption was made about possible fallback for Finnish. I was probably in a bad day when doing so as I'm perfectly aware that indeed Finnish is completely different from other scandinavian languages.
