I don't understand either Pere's or Colin's reasoning in this bug report. Pere seems to argue that machines that dual boot are extremely rare. Fine, so with_other_os will then be shown only extremely rarely. What's the problem with making it critical then?
Kamion argues that with_other_os should be asked at critical in case grub-installer does not find your other OSes, but it seems more likely to me that if it does not find your other OSes, it won't ask with_other_os, but will ask only_debian. So I think it should ask both questions at critical, or neither. -- see shy jo
