There needs to be a way to skip partitioning and manually mount a root fs
without d-i insisting that a disk has to be partitioned.  It is rather
presumptious for d-i to think that 1) Debian will only be installed to a
hard disk and 2) d-i knows how to partition disks for every system.
Since the mount-to /target trick no longer works with Sarge, there needs
to be a method provided that a user can specify a block device to mount
root and swap.
