Currently, july 2007, base-installer is debootstrap, kernel-install and some extras.
Having kernel-install spilt-off from base-installer will make it more easy to tune the remaining base-installer. Replacing the debootstrap part, which is the time costly part during installation, with untarring a tarball, would be great time improvement.
