I reported a bug to Galeon, using the -s option to describe the problem,
but the presubj warning (pointing out that most Galeon bugs are Mozilla
bugs) wasn't printed.
This contrasts with reportbug, which prints its EMAIL messages
immediately before the editor is entered, regardless of -s or not.
The Galeon maintainer says that presubj is the mandated place for these
sorts of warnings; should -s suppress presubj?
