Hi, I shut my system down to single user mode today and was surprised to see
it reboot after a minute.  Turns out that the init scripts kill the watchdog
upon shutdown.

I'm not sure if this qualifies as a bug but the watchdog is one of those
things which should probably never be killed, only started.

I don't think the bahaviour of watchdog will change. What you are asking
for is a different setup that of course could be used by an admin, but I
doubt it's suitable for the default bahaviour.
