The default behavior of Xscreensaver does *not* lock the user's screen by
default. This is the expected behavior and not doing in introduces a false
sense of security: look the screensaver is active but hey *it does not ask
for password*.

/etc/X11/app-defaults/XScreenSaver currently has:
*lock:                  False

when it should be:
*lock:                  True

xscreensaver works as documented, thus this cannot be considered a bug:

Aha it says "plus locking". But it gets better than that:

"This program can lock your terminal in order to prevent others from
using it, though its default mode of operation is merely to display
pretty pictures on your screen when it is not in use. "

See, no bug. It works as documented. Closed.
