I think the reasonable assumption for a user who has supplied
arguments to reportbug is that he or she knows what s/he is doing and
doesn't need to run through the configuration. If no arguments are
specified, the configuration questions are indeed asked by default.
I have no plans to alter this longstanding behavior; closing...
