I upgraded a machine from sarge to etch yesterday. After the upgrade,
the file /etc/network/interfaces/if-up.d/ntp-server ended up at
/etc/interfaces/if-up.d/ntp-server.dpkg.old.

Nope, I just assumed that the code that keeps track of the conffile
being renamed had screwed up somehow. I didn't notice that the file in
question previously lived in /etc/interfaces and/or that that directory
is used by ifupdown as well as /etc/network/interfaces.
