"gnupg2" does not provide the program "gpgkeys_hkp"; "gnupg" does.
"gnupg2" should either provide its own version of the program, or
recommend/depend on "gnupg".
Anyway, "gnupg2" does not find "gpgkeys_hkp":
$ gpg2 --send-keys
[...]
gpg: unable to execute program "gpgkeys_hkp": No such file or
directory
strace reveals:
execve("/usr/lib//gpgkeys_hkp", ["gpgkeys_hkp"], [/* 32 vars */]) =
-1 ENOENT (No such file or directory)
The correct path (for gnupg's version) is /usr/lib/gnupg/gpgkeys_hkp.
