In preferences we can turn off background colors, but at the same time
this turns off other things. I want to be able just to turn off the
web page's background colors.

This is typically something to be done with user stylesheets. There
can't be an UI for everything you would like to do with user
stylesheets.
BTW, I think there are extensions to edit user stylesheets, so that
would make it a bit easier.
