In debian/changelog, you write

    pcsx (1:1.699df-rc3-1) unstable; urgency=low

      * New upstream release. This is 1.7-df-rc3.

You can use a tilde to denote release candidates directly, for example
1:1.7df~rc3-1.  Apt knows that this version falls between 1:1.6df and
1:1.7df, because of the tilde.

Of course, if upstream is actually using 1.699df-rc3, then it would be
best to stick to their (your?) upstream scheme.

Hello,
That was actually the way I numbered it when I was making RC releases. 
Upstream has moved to 1.813, 1.814, etc. now that I'm not doing it, so I'd 
say that resolves this :- )
