Hi,
first I must admit that I do not yet understand how dbconfig-common 
works - maybe this bug has to be reassigned to that package.
Here is what I did:
I installed Debian from v3.1 net install including bugzilla.
Then I did an apt-get dist-upgrade to testing, mainly because
I wanted to relive an older bugzilla which was dumped by a
MySQL 5.0 database.
Unfortunately the new bugzilla version could not be configured
during install because some of the configure scripts failed.
Since it happened somewhen during the upgrade process I wasn't
able to note the message. :-(
I tried:
dpkg-reconfigure bugzilla
dpkg --purge bugzilla; apt-get install bugzilla
to no avail. Everytime I got either access denied for the root
user of MySQL or for the bugzilla admin user. I cannot tell why
it stopped sometimes for root, sometimes for bugzilla admin.

I got it to work by editing /etc/dbconfig-common/bugzilla.conf
by hand (all entries below dbc_dbtype="mysql" where empty, so
I filled in dbc_dbuser, _dbpass, _dbname a.s.o.) and removing
temporarily the password for MySQL's root user.

Hopefully that is somewhat understandable.
