uswsusp asks using debconf whether to enable splash screen or not.
However this question should not be IMHO shown if splashy is not
installed as it will not work and it will only cause s2disk to show
error messages about missing splashy.

Hi,

Splash support is not only limited to splashy. There is also
bootsplash, and something else which name I forgot. I could of course
write a test for all three, but then I would be duplicating
functionality which is already in the s2disk binary.

Actually the switch is there to disable splash support, despite a
splash screen package being installed. 

So this not a bug, I'm closing the report.
