It would be really nice if dpkg would try a few times to complete
downloading the Packages.gz files, a'la wget, rather than give up after
the first timeout. My slow modem connection often needs downloads to be
coaxed in that manner, and even on nearby mirrors I have a hard time
getting a complete Packages.gz file for unstable/main. Or, barring that,
perhaps it could take in user-supplied Packages.gz files to be associated
with the particular package sites, so that one could manually coax the
download, though automatic retry and continue would be much nicer,
obviously.
