The license templates /usr/share/debhelper/dh_make/licenses/*
mentions that Debian packaging be licensed under the GPL, but that
may cause license conflicts and inconveniences.
e.g.
* If /usr/share/debhelper/dh_make/licenses/blank is used for GPL
incompatible licensed works, licensing under the GPL is inconsistency.
* If /usr/share/debhelper/dh_make/licenses/bsd is used for BSD
licensed works, licensing under the GPL causes that the works
cannot be combined/linked with GPL incompatible licensed works.
I normally use the following notice for my Debian packaging
conditions:
| The Debian packaging is distributed under the same conditions as the
| upstream.
I hope that dh-make will recommend a similar way in the license
templates.

Noone has actually come up with a real-live valid example of having
GPLed files (by default even!) in the packages will horribly break some
license. The packaging files are never linked to binaries, which if it
was true would cause problems.
So, its a non-issue which means these two are non-bugs.
