By default, the templates for copyright set the packaging stuff to be
licensed under GPL:

The Debian packaging is (C) #YEAR#, #USERNAME# <#EMAIL#> and
is licensed under the GPL, see `/usr/share/common-licenses/GPL'.

This is also true in the case of the BSD license or a blank license. If
maintainers -as often happens- leave the license of the package as GPL, it
will mean that the package itself will be GPL (or in some cases not even
redistributable, if the license is non-GPL-compatible). In the case of
libraries, this will mean that, even though the original library could
perfectly be linked to other packages, even those with non-GPL-compatible
license, that won't happen in this case. The packaging stuff being GPL means
that the whole of the package, and whatever links with it either statically
or dynamically, will have to be GPL too.

My suggestion is to have the debian packaging license be the same as the
upstream source by default.

Noone has actually come up with a real-live valid example of having
GPLed files (by default even!) in the packages will horribly break some
license. The packaging files are never linked to binaries, which if it
was true would cause problems.

So, its a non-issue which means these two are non-bugs.
