Hi,
Using gnome-panel 2.26, there is no shutdown menu entry in the
GNOME system menu.
Downgrading gnome-panel to 2.24 makes this entry appear again.
I am using GDM and have checked policy-kit policies, which are all
set to defaults (allow shutdown to active console user).
The 'close session' entry is there in both cases.

Things are now ok - I haven't done anything special, except rebooting
the machine (must have been a parameter not correclty taken into account
by a logout/login).
Hence closing this bug.
