that reportbug uses to be able to inspect the mail reportbug sends out
for debugging purposes.

yes, this provides a solution to the bug report:
--email overrides the the user's email
--debug uses the user's address as recipient for the email
thus
reportbug --debug --email <address you want to send the mail to> <pkg>
send the report to the specified email.
