Please consider not having procps apply the settings in /etc/sysctl.conf in
single user mode (Recovery) ie removing /etc/rcS.d/S30procps.sh as these
settings are not essential to booting a Linux system and can in fact prevent
recovering from user errors in those same settings.
Here is why I think it would be a good idea:
Today, I added settings to this file (yes, stupid, I know) related to
the vm to prevent overcommitting memory to one of our servers. Once
applied and to my horror the server was unable to fork any other
process.
Rebooting, both in normal and recovery did not work and I had to boot
from a separate rescue CD-ROM to edit /etc/sysctl.conf. I would have
expected Recovery mode to help there.

I'm gonig to leave the procps init script as it is. The reason being
changing it so it doesn't run in single-user mode could cause more
problems than leaving it the way it is.
