Today while trying to install a package that used groupadd in it's post-install
script, dpkg would fail for an unknown reason.
I ended up running strace on groupadd and discoverd a missing file, which was
part of the login package.
passwd needs to have login as a dependency to fully function.

login is tagged as Essential, as such it should not be missing, and there
is no reasons to add a dependency on login.
Hence I'm closing this bug.
If login was not available, this might be caused by the other bug you
raised.
