Kernels produced by the debian way and official kernel-image packages should
support other ways, instead of only supporting mkinitrd, to build a proper
initial boot image or ramdisk, like the debian newcomers yaird.
Maybe just adding a config options to launch another build script
in /etc/kernel-img.conf would provide this, I think necessary, feature.

This already exists. You can add a script into
/etc/kernel/postinst.d (or /etc/kernel/postinst.d/$version), and that
script shall be run whenever the appropriate kernel image is
installed.
Set do_boot_enable=no in /etc/kernel-img.conf, and do not pass
the mkinitrd option to make-kpkg, and you'll be all set.
The /etc/kernel/postinst.d hierarchy has been created for the
express purpose of allowing the end user to confgure what happens
when the kernel images are installed, and much better than adding
special cases and options into the postinst code.
