I find that spamassassin -r takes a long time to run, probably because
of the long time taken to load the script (but maybe there are other
reasons).  Is there any way that spamc can me made to do the
equivalent of spamassassin -r?

I'm fairly certain spamassassin -r is not slow because of the overhead
of loading the perl script, but rather because it takes a while to
report the message to SpamCop. Adding a spamc option to do this would
not be an adequate solution.
