The German translation of "svn help export" is incorrect:

You'll note that the German translation of "2." talks about "URL"
while neither the command synopsis nor the original English
explanation of "2." does.
A minimal bugfix would look like this:
2. Exportiert einen sauberen Verzeichnisbaum aus der Arbeitskopie in
PFAD1 nach PFAD2. Ohne Angabe von REV wird WORKING exportiert,
sonst REV. Ohne Angabe von PFAD2 wird der letzte Abschnitt von
PFAD1 als lokaler Verzeichnisname verwendet. Ohne Angabe von REV
werden alle lokalen Änderungen beibehalten. Objekte, die sich
nicht unter Versionskontrolle befinden, werden in diesem Fall
