I can't stop proftpd. If I do a /etc/init.d/proftpd stop, it seems like
it does (and it deletes proftpd.pid file, indeed), but when I do a ps -A
it shows me that proftpd it's still running. But I can't connect to it if
I try. What's happening? I'm attaching my configuraton file, in case it
may be useful.

Probably you pointed the old problem with random long delays. Have a
look into the BTS entries about that issue... Please, use 1.2.10-20
instead of current sarge version 1.2.10-15. See #308313 for hints.
