As described in the Open Container Format spec, ebooks in OEBPS ("EPUB")
format are ZIP files, restricted so that they can be identified by the
first file in the archive, named 'mimetype', with prescribed contents.

Certain other ZIP files have a file named 'mimetype' as their first
entry, such as KOffice and OpenOffice documents. However, the magic file
is structured such that if 'mimetype' appears, but they *don't* match
any known mimetype, they'll simply return 'data', even if they're valid
ZIP files. (All valid EPUB documents do so without this patch.)
It should be possible to fix all false negatives (not just this one) by
moving the mimetype-containing checks above the plain ZIP checks. That
would be a significantly larger patch, and it would likely make the ZIP
section of the archive tests more difficult to read. I'm not aware of
any other file formats that use this method ('mimetype' at offset 30),
so this may be a bit of a non-issue now, but that would be a more
general solution.
Let me know if you'd like a larger patch to fix the general case. I'll
make it on top of this one.
I'm still marking this one 'normal' because it deals with some false
negatives.
