The included /usr/share/doc/gitolite/README.Debian reads:
gitolite for Debian

gitolite is meant to not require root access. This still is true for the
packaging of gitolite for Debian. The package asks for dedicated user
and directory for the repositories on first install, and an admin key
which has full access and can add additional repositories and users.
A potential dpkg-reconfigure of the package could set up additional
dedicated users and repositories with different admins.
It is missing the steps to configure gitolite for Debian.
SUGGESTION
1) Please move sentence "A potential dpkg-reconfigure..." out of
current paragraph to e.g. section "TODO" so that it is not confused
with how the gitolite is set up.
2) Add section "SETUP" with numbered steps how to setup gitolite for
use in Debian. Just running gl-setup didn't do it (see bug reports).
Something like this would be a start:
Explain how to generate SSH key / or use existing key
Explain how to copy that key under name <login name>.pub
Explain hot to create user "gitolite"
Explain how to change to user "gitolite"
Explain how to call gl-setup
Explain what critical values to chnage in setup file. If not
set, the program will display:

config file: gitolite(gitolite.pub)

the following users have no pubkeys: user
<... end the rest. How to test that everything is ok; clone admin repo

That is what debconf is about and guides you through.

Uh? README.Debian is about how the package is specific to Debian, so
dpkg-reconfigure does belong exactly there.

"Just running gl-setup" is meant for the current user to be set up as
gate keeper, and is documented in the upstream documentation. gitolite
asks on installation for the required information, and dpkg-reconfigure
can be used to create a potential second dedicated user as gatekeeper.

Uhm, that belongs in ssh's documentation and may vary on the ssh client
used, it's not gitolite's job to document third party applications it
doesn't has any influence on.

That's basic shell usage.

That's done by debconf.

There is no need for that.

This is yet another bugreport of yours, the one about the missing
manpage. Appart from that, it's also done by debconf for you.

That's nothing Debian specific and thus has no place in README.Debian
but belongs in upstream documentation, and I am very confident that
upstream documentation contains information about the setup file.
