I'm seeing this:
Can't process email with MessageID <<message_id>>! Please create a bug
report with this email (From: <[email protected]>, Located under
var/spool/problem-email*) on http://bugs.otrs.org/!
I don't believe the email is being stored correctly due to permissions
on /var/lib/otrs (code appears to use Config['HOME'] + problem-email +
id as location to store the problem email).

Hi,
doesn't your /var/lib/otrs/spool to /var/spool/?
Have a look at the changelog of 2.4.7-4:
* Move /var/lib/otrs/spool to /var/spool/.
