I have a couple of servers running dhcp3-server and I observe that
the dhcpd does not stop after:
$ /etc/init.d/dhcp3-server stop
It also does not stop after:
$ kill $PID
but it does stop after:
$ kill -9 $PID
Bug #156332 mentiones a similar problem with dhcp2.
