It seems to me that the debian-bug-filename functionality is so useful
that it should be improved. Debian-bug could start with one more
prompt: (P)ackage name, (E)xecutable file, (O)ther file.
The second should use completion on the PATH. The third should accept
either an absolute file name with completion or a globbed pattern to
look at with locate or dlocate, and a menu of results to choose from.
Another suggestion is that when debian-bug detects that the user has
added any addresses to the To: or Cc: headers, it should propose to move
them to the X-Debian-Cc: header, explaining why it should do so.
