  If I hold the down arrow until the cursor reaches the bottom of the
file, the line number display at the bottom of the window changes to
"L??".  It remains L?? even if I use goto-line or M-<.

The example file contains very long lines.
As it says in the documentation of line-number-mode,
you'll need to increase the value of line-number-display-limit-width.
