When emacs -nw is run from an X terminal emulation, the 8-bit characters
are interpreted as Metas.  This does not seem to depend on the locale,
but it depends on the TERM variable.  This would be a terminfo bug, but
all other programs (including vim) work properly.

Tested on aterm, xterm and konsole.  TERM values of xterm and rxvt make
emacs mangle 8-bit chars, TERM=linux lets correctly input 8-bit chars,
but has other incompatibilities.  Emacs on Linux console works fine.

The same bug appears with emacs21.

This bug has been reported against an ancient version of emacs (emacs21,
emacs22) that is no longer supported. It is assumed to be fixed (or no
longer relevant) in newer releases and therefore I'm closing this report
now. If the problem is still reproducible in the current version
(emacs24), feel free to provide more information and reopen this bug report.
