Chrome Version (from the about:version page):31.0.1650.63 (Developer Build
238485) Debian jessie/sid
Is this the most recent version: yes for Debian
OS + version: Debian/Unstable

When I open a web page with animations such as the above a lot of CPU time is
used. I'm seeing between 40% and 60% of a core of my Q8400 CPU. When a
different tab is in the foreground the Chromium process uses hardly any CPU
time.
When the window is entirely occluded by another window (IE a full-screen
window from another process is in the foreground) or when it is minimised I
expect to also see the Chromium process use hardly any CPU time, but instead
it uses a lot of CPU time for as many hours as it is unattended.
Also using >40% of one core for such simple animations seems excessive, there
may be another problem there.
