dh_installman's manpage says:
It also supports translated man pages, by looking for extensions like

I am taking over maintenance of manpages-nl, a package which contains
a number of dutch-languaged manpages. While it is a good thing that
dh_installman supports localized manpages, it would be nice if there
would be an option to tell dh_installman that, even though the
filename would suggest otherwise, the manpage is written in a certain
language -- this would prevent me from doing ugly things with 261 (and
counting) filenames, while it would also make the above problem go
away, even though the sentence following the quoted passage ('this is
a bad idea anyway') is certainly true.
