evince-gtk does not remeber last position in PDF file.
Adding bookmarks also does not work.

I'm using slim as a login manager and IceWM as a window manager.

During startup evince-gtk complains about missing directories:

Creating ~/.local/share/ manually eliminate warnings, but does not help with
the bug.

Perhaps evince-gtk lacks some package in "Recommends", which may help in
auto-creating proper directory structure for saving position and bookmarks?

Evince uses gvfs to store those things.  It'll be in
~/.local/share/gvfs-metadata.  It should work if you install gvfs.  And
evince already recommends gvfs.
