Using xfce4-power-manager under LXDE on jessie, with both the "disable screensaver" and "inhibit power manager" options in VLC enabled (I checked) the screen still blanks while watching full-screen VLC video and light-locker locks when coming back from screen blank.

Disabling screen blank in xfce4-power-manager temporarily while watching videos fixes it, so I am confident that is what is not being inhibited.
