After having problems with ntp package with post-4.17.0 kernels, tried
ntpsec, which also ran fine under 4.17.0 kernel but not later kernels.

The attached syslog extract shows running first under 4.17.0 kernel,
then after 19:56 local time, attempting to run on a Linus git head kernel
built today.

It turns out that this is all due to a very long-standing bug in
update-rc.d, #680293:

I'm closing this, in favor of that bug. I've submitted a comment to that
bug explaining this situation.
