Package: liblldb-6.0-dev
Version: 1:6.0-1~bpo9+1
Subject: API/ include folder missing

The package is missing the entire folder
/usr/lib/llvm-6.0/include/lldb/API
which is supposed to be part of it. In liblldb-5.0-dev it does exist, as
/usr/lib/llvm-5.0/include/lldb/API/

See also the file lists here:

https://packages.debian.org/stretch-backports/amd64/liblldb-5.0-dev/filelist
https://packages.debian.org/stretch-backports/amd64/liblldb-6.0-dev/filelist

I think someone just forgot to add those file to the package.

My uname -a is :

Linux bakunin 4.9.0-8-amd64 #1 SMP Debian 4.9.144-3.1 (2019-02-19)
x86_64 GNU/Linux
