Running reportbug to file an ITP with WNPP causes it to fail unless it
is run with --no-query-bts. If you do use --no-query-bts then the
bugreport itself still contains the same error python traceback, but
at least a message does get sent.

This bug is 5 years old, and has seen no activity. Judging from the
stacktrace, I'd say it was an internal server error from the BTS and not
a but in this package.
