silo 1.4.5 calls ext2fs_inode_data_blocks() in second/fs/ext2.c

ext2fs_inode_data_blocks() was not added to e2fslibs-dev until
version 1.28 (according to lib/ext2fs/ChangeLog in e2fsprogs sources)

so even though my system satisfied the build-dep on e2fslibs-dev
(version 1.27-2 from stable), the build of silo 1.4.5 fails with:

ext2.o(.text+0x1a0): undefined reference to `ext2fs_inode_data_blocks'

thus, adding the version to the build-dep should take care of this.

This bug should have been closed with upload of silo 1.4.8-2, when such a versioned build-dep was added. Not sure why it wasn't closed back then, so
taking care of it now.
