We are preparing the dpdk transition 22.11 -> 23.11. uhd fails to build
against the new version, and the required patch is very simple. A MR
has been opened:

This patch makes it compatible with both 22.11 and 23.11, so we would
highly appreciate it if you could please merge it and upload it asap,
so that we do not have to do synced source uploads, but binNMU will be
sufficient to bring dpdk 23.11 into unstable from experimental.
