Hi,

Whilst working on the Reproducible Builds effort [0], we noticed that
seer could not be built reproducibly.

This is because the testsuite generates a "tests_passed" file that gets
shipped with the binary package. This means that if the tests are skipped
(eg. via "nocheck"), then the package doesn't/cannot contain that file.

Patch attached that cleans up this file, which is probably isn't very
useful at runtime anyway.
