I am not sure about the package name, it's quite generic which is a
recurring problem with Framework. FreeBSD packaged it as
sysutils/framework-system directly, so I'm being bold and just reusing
that name (especially since I don't have any other ideas).

I can't package this myself right now, but would *really* love to have
this tool and I'm available to test packages.
