There are sqwebmail translation templates at http://www.inter7.com/sqwebmail/
which could be provided along with sqwebmail (even if in separate packages like
sqwebmail-templates-XXX) so that users do not have to download them themselves.

I have recently taken over maintenance of the SqWebMail package.
I currently don’t have the capacity to package translations from other sources
(introduction of new source packages). However, I would be willing to sponsor
such packages if someone else wanted to prepare them.
I am closing this bug report. If anyone would like to persue this subject,
they should probably open either a RFP (Request for Package) or ITP (Intent to
Package) bug report.
