Consider the following ledger file.

|   Target  2 Foo
|

|   Target  = 2 Bar
|   Target  = 2 Foo

The third transaction contains a balance assertion on the Target account
and asserts that it contains 2 Bar. The account actually contains only 1
Bar. Running ledger on the above file should therefore produce an error,
but no error is produced.

Closing because the reported behavior is not a bug: `= amount` is interpreted as
a balance assignment/reset, not a balance check. The original report appears to
be based on a misunderstanding of Ledger syntax.
