Installing the package invokes systemctl to start it and finally hangs up
after a timeout, leaving the service stopped
* What exactly did you do (or not do) that was effective (or
ineffective)?
Running `htpdate -i /run/htpdate.pid` and compared the value in the file
and the value seen with `ps aux | grep htpdate`
* What was the outcome of this action?
File was containing 63038, and with `ps` the value process real pid was
521790 (example values)
* What outcome did you expect instead?
By compiling myself (simple `make` in the uptream source) and running the same
command the pid values were the same. This seems like an arch issue.

signature check. Upstream does not sign the releases.
* debian/watch: updated to use the new upstream repository.
