grub-efi-amd64 never did.
If you have multiple disks it will install on the first disk it finds even if it is not the Debian disk.
No, it will install in the EFI partition mounted on /boot/efi. If there arre multiple EFI partitions, GRUB is not responsible for choosing which one is mounted on /boot/efi.
