This is a nice thing to do, but really only worth doing if you also update debian/changelog. :) I remember a past proposal to allow submitters to reserve bug numbers, which could then be used to send bug reports with a number known in advance. Not sure what happened to that idea, perhaps it was too complex or just never got worked on. -- see shy jo
