the problem is: we are going to drop the apache2-threaded-dev and
apache2-prefork-dev along the transition towards Apache2 2.4. So, yes
you need to change this in a package ready for 2.4 package again. That
is a larger change tracked in the transition bug I filed a few days
ago ago.

However, THIS bug affects the unstable/testing version of your package
only and it is obsolete if you replace it by a 2.4 compliant package.
If you are going to upload another version of your package (or someone
schedules a binNMU against your package) BEFORE we are uploading
Apache2 2.4 to unstable, your package will fail to build from source
from now on because there is no virtual apache2-dev package anymore
which pulls the 2.2 version. This can be trivially fixed by changing
the build-dependency to apache2-threaded-dev for your CURRENT package
without any other change.

The background is that this virtual package is not really used in
reverse dependencies (i.e. on 5 packages only) but would require ALL
remaining 73 reverse dependency to declare a versioned
build-dependency otherwise if they are going to test a package
build-depending on Apache 2.4 in experimental.
