After solving the problem with tex-common, the rest of texlive installed. Warning messages about obsolete packages then appeared: most of the time I had removed rather than purged. I suspect the underlying problem was that lack of purging, especially with scalable-cryfonts-tex. But I didn't see such messages when trying to upgrade with aptitude, or they scrolled off the screen too fast to read.
